The Imperial Advisors, sometimes referred to as the Council of Advisors, were a group of several hundred high ranking political bureaucrats of the Galactic Empire. Emperor Palpatine appointed these senior functionaries from hundreds of different worlds, to assist him in running the Empire. The Emperor only consulted with a dozen of them at a time. Only a few handful of advisors were appointed to the Imperial Ruling Council. All advisors were elite members of the Imperial Court.
Each advisor was assigned to gather information about a rival advisor's home system, which discouraged them from forming secret alliances. This method of fear and greed served to bind each advisor to the Emperor. In addition, Imperial Advisors would perform administrative tasks and duties, such as appoint Imperial Governors, Moffs, and other servants of the Galactic Empire as designated by the Emperor. It was Imperial Advisor Ars Dangor who officially appointed Moff Wilhuff Tarkin to the rank of Grand Moff.
By the height of the Galactic Empire, the ranks of the Advisors had swollen to include several hundred individuals. Only a few dozen of the Advisors would be a part of the Emperor Palpatine's retinue, while the majority were dispatched across the galaxy, where they served as on-the-spot overseers for the regional governors and the individual planets of the Empire.
Planetary governors, and even some Moffs, were directly appointed by the Emperor's advisors. Every Moff was also appointed an Advisor to oversee his efforts, although Moffs also sent duplicates of all of their reports directly to Palpatine. Personal communiqués from Ars Dangor served as the formal sanctions for such major acts of policy as the creation of Oversectors, the dissolution of the Imperial Senate, and the granting of galaxywide military authority to Supreme Commander Darth Vader.
In the course of their missions, Palpatine allowed his advisors to build up personal powerbases of their own, sometimes even interplanetary fiefs. Mutual jealousy and avarice meant that they kept each other's ambitions in check, and, always outnumbered by their rivals, they remained ultimately individual agents, dependent on Imperial patronage for their status. Palpatine encouraged this adversarial system, often giving one advisor oversight over a system or region which was home to another advisor's political power base. This made administration of the Empire less efficient, but benefited Palpatine by ensuring that he continued to be the source of all political power in the Empire. Finding fear and greed more useful tools than loyalty to ensure obedience, he ensured that the advisors had more enemies among their number than allies. As a result, they formed a society composed of twisted sycophants and back-stabbers.
