Canto Bight's winding alleys made traditional heavy speeders unfavorable. So the local law enforcement relied up jet-sticks. The laser cannons were normally set to stun, but could be dialed up to lethal to kill or disable. The speeders were not capable of atmospheric flight, but they could easily float over rooftops and small stretches of water.
