The Victory project was one of several major projects active under the Department of Naval Procurement of the Galactic Republic's Defense Procurement Office during the Clone Wars, a galactic conflict fought between the Republic and Confederacy of Independent Systems. As a result of contracted partnerships with several manufacturing companies which had hoped to sell new designs to the Republic, the Victory project managed to reach a prototype stage.
The project shared its name with the Victory-class Star Destroyer, which was used by the Republic during the war. Later, the Republic's successor state, the Galactic Empire, launched the Victory II program, leading to the creation of the Victory II-class Star Destroyer.
The Victory project was mentioned in the 2019 Rise of the Separatists Fantasy Flight Games sourcebook, which serves as a canon supplement to their Star Wars Roleplaying series. In the Star Wars Legends continuity, the program originated as the Victor Initiative Project in the 2005 reference book The New Essential Chronology.
