An individual was a warlord and a member of the Shadow Council. The warlord believed that throughout the galaxy, there existed many citizens loyal to the former Galactic Empire on every planet, and that such citizens were getting tired of the New Republic and its rules and regulations, which she expressed to the council in a meeting, to the agreement of another, who suggested that the Shadow Council should rally such loyalists behind them against the Republic through an open show of force.
