Tedam was a major who was in charge of the Imperial forces on Wobani. Leia Organa met with him during a humanitarian mission to the planet. He refused her request to relocate needy Wobani citizens, but was forced to allow the princess to take around a hundred people off the planet when she hired them as "crew" for her ship.
