Shock panels were a type of security system. Bossk used shock panels, alongside neural stunners and sub-q injectors, as part of the security system aboard the Hound's Tooth. Shock panels could also be fitted to slaving collars, like the security collars favored by Thalassian slavers. The panels were used to shock slaves with painful electrical bursts.
