Service Code 1 was a regulation in the Republic Military. Elara Dorne, a defector from the Sith Empire, used her right under the code to an immediate personnel hearing, and used the hearing to demonstrate that Agent Kalor of the Personnel Division had wasted thousands of credits and man hours in a pointless investigation with the intent of proving Dorne a traitor.
