In 12 ABY, Lando Calrissian appealed to the New Republic Senate to increase Cloud City's defenses. The Senator and his peers were puzzled about the former Baron Administrator's role in his former mining facility, not the least because of failing to provide more details about its problems, and denied his request.
A background check revealed Calrissian's questionable business dealings, who had distanced himself from the Senate. The Senator's staff speculated that if Calrissian did not use his own resources to improve the Cloud City's defenses, he might enroll his influential friends in the New Republic. The Senator reported these findings and theories to the New Republic Intelligence Service, requesting more intelligence on the vague criminal syndicate activity on Cloud City that Calrissian claimed.
Per the Senator's request, a New Republic Intelligence agent was sent to Cloud City, and found no disturbances as Calrissian claimed, whose connection was further investigated.
