Project Harvest was a joint project of the Imperial Science Bureau and Imperial Intelligence of the reconstituted Sith Empire. It had been running in various forms for decades by the time of the Cold War and was mainly concerned with alien genetic study and reformatting. Eckard Lokin was among those involved in the project, though after a strike of conscience, he resigned and took his research with him. However, a copy of his research remained in the hands of the Imperial Science Bureau and eventually led to Project Protean. Watcher X was aware of the project's activities and at some point leaked them to the Agent Cipher Nine.
