Admiral Gilad Pellaeon attempted to meet with General Garm Bel Iblis in orbit of Pesitiin to sign a peace treaty between the Imperial Remnant and the New Republic. Pellaeon's invitation to Bel Iblis was intercepted by the forces of the traitorous Moff Vilim Disra; Disra also sent Cavrilhu Pirates disguised as Bel Iblis's forces to attack Pellaeon's flagship, the Chimaera. Despite Disra's efforts, Leia Organa Solo was able to learn of Pellaeon's plans, and met the Admiral at Pesitiin before he left, establishing the preliminary diplomatic groundwork for what eventually became the Pellaeon–Gavrisom Treaty.
