IntCon was first mentioned in the new Star Wars canon in Dawn of Rebellion, a roleplaying supplementary sourcebook for the Star Wars Roleplaying series that was published by Fantasy Flight Games in 2018. IntCon also existed in the Star Wars Legends continuity, being first mentioned in the 1989 Imperial Sourcebook, which was authored by Greg Gorden and published by West End Games. Being identified as the Internal Counterintelligence Branch, they performed a role of locating enemy agents and spy rings that had infiltrated Imperial Intelligence.
