When Darth Vader and Lieutenant Pandur commissioned Obo Rin to write a Catalog of Intelligent Life in the Galaxy for the Empire, Major Herrit of Imperial Intelligence objected that any of the dozens of expert sentientologists employed by the Imperial Bureau of Resource Research would be more qualified to lead the project. As expressed in his communiqué to Lord Vader, Herrit was also of the opinion that the Bureau's experts would be more competent and thorough.
