Tech Sergeant Hooly was a male individual who served as a training instructor for the Rebel Alliance Military during the Galactic Civil War. Hooly was well versed in the use of blasters, and was responsible for the training of Cee Norley. Norley would later recall Hooly's teachings while on the planet Dorlo, where she faced off against the forces of the Galactic Empire. After destroying an Imperial skimmer, Norley remarked that Hooly would have been proud of her. However, Hooly's prodigy was killed shortly thereafter by an Imperial Dark Jedi.
Tech Sergeant Hooly was first mentioned in the 1998 novella Dark Forces: Rebel Agent, which was written by William C. Dietz. Hooly was also mentioned in the novella's full cast audio adaption, and received an entry in 2008's The Complete Star Wars Encyclopedia.
