The H-60 Tempest bomber was produced by the Verpine shipwright Slayn & Korpil for the starfleet of the Galactic Republic during the Clone Wars. However, the navy disliked its design, because it proved problematic for the clone trooper test pilots. Therefore, most H-60s ended up in scrapyards.

Fifteen years after the foundation of the Galactic Empire, the dictatorial successor state of the Republic, the Mon Calamari engineer Quarrie drew inspiration from the H-60—along with the T-6 shuttle and the V-19 Torrent starfighter—to create the powerful Blade Wing prototype. Quarrie awarded both his prototype and his services to the anti-Imperial Alliance to Restore the Republic. In a joint venture with Slayn & Korpil, he continued to develop the ship in secret, which ultimately led to the birth of the A/SF-01 B-wing starfighter.

Around the time of the Battle of Yavin, some original H-60s were still used by the Alliance to Restore the Republic. At least two such ships from Ord Bueri were kept in reserve at the Alliance's main base on Yavin 4.
