It was supposedly created after the Geroon had gave out after being so polluted by the Vagaari and were forced to abandoned their homeworld, by 22 ABY they said they numbered only 60,000, and could fit into a single 300-meter-long transport. The Geroon Remnant was under the leadership of First Steward Bearsh.
In reality, however, the Geroon Remnant was merely a front established by a group of Vagaari in an attempt to infiltrate the Chaf Envoy so it could destroy the Outbound Flight.
