Watching his father be extorted by criminals while growing up on Level 3215 of Coruscant during the reign of the Galactic Republic instilled a rigid sense of justice and fairness in the human Tanivos Divo, who earned a scholarship to the academy at the age of sixteen after applying himself to his academic studies. He graduated in 7593 C.R.C. as valedictorian and spoke from a podium before the 4,500 newly minted deputies of that session's roster. In his speech, he spoke of the importance of policing and why the students had chosen that career. Divo began his career as a patrolman but went on to become an inspector and lieutenant within the Coruscant Security Force.

After Divo retired with honors in the early years of the Galactic Empire's reign, his daughter, Andressa Divo, enrolled in the Federal District Police Academy. Eager to continue the Divo family tradition of service, Andressa was devoted to justice and absorbed the speeches of Galactic Emperor Sheev Palpatine and his cabinet, aiming to join the Imperial Security Bureau while studying at the academy. By 7965 C.R.C., she had achieved her goal after graduating, eventually also earning the rank of inspector.
