This person was the second Alliance observer assigned to the privateer Dharus.
Whenever a pirate agreed to work for the Alliance to Restore the Republic in a mutually-benefical agreement, this pirate received a Letter of marque and reprisal with the terms of the agreement, and was assigned an Alliance observer who would serve as the pirate's contact with the Alliance from the pirate's flagship. The observer was also responsible of the pirate following the terms of the letter. Not being a member of the pirate's crew, the observer did not have real authority over the pirate.
This person replaced Dharus' first observer, who had requested the Alliance High Command for a different post. The second observer was then ill-treated by Dharus and his crew. The observer then asked for a transfer and was replaced with Dharus' third observer.
